USPA NEWS - French President Emmanuel Macron will participate in the Paris Peace Forum which will be held on Thursday 10 and Friday 11 November 2022 at the Palais Brogniart as well as at the Elysee Palace. It is te fifth edition, of this global Summit for Peace founded and launched by Emmanuel Macron himself, in 2017, dear to his own Presidential agenda. This year it coincides within the context of Ukraine’s war, and marks also the implementation of some measures validated last year during the participation of the US Vice President Kamala Harris. Today, on Thursday 10 November 2022, the Children's Online Protection Lab, is launched, at Elysee Palace, (French Presidency), under the aegis of the Paris Peace Forum. In addition, the Paris Peace Forum will take place this year in a new context of the return of war on the European continent, the questioning of the international order, and the growing risk of fracturing the world. The Argentinian President, Alberto Angel Fernandez and Alar Karis, President of the Republic of Estonia , are the two head of states participating, tonight at this launching. LAUNCH OF THE ONLINE CHILD PROTECTIONAL UNDER THE AEGIS OF PARIS PEACE FORUM, ON THURSDAY 10 NOVEMBER 2022 Today, Thursday 10 Novembre, French President Macron alongside with his counterpart, President o f Argentina, Alberto Angel Fernandez chaired the Launch of the Online Child Protection Lab, at Elysee Palace (French Presidency), under the aegis of Paris Peace Forum. If the digital space offers new opportunities, particularly in education, these also come new threats to children. Online, they may be exposed to inappropriate or dangerous content (violence, hatred, pornography), confronted with cyberbullying, criminal acts (child pornography, prostitution), as well as situations news due to digital uses exposing them publicly (child influencers). This is why the President of the Republic wished to fully grasp the issue of the protection online childhood, through initiatives at the national level, such as the Studer law of March 2, 2022 or the law of July 30, 2020, or European, such as the Digital Services Act, but also at the scale international. This is why, on November 11, 2021, on the sidelines of the 4th edition of the Paris Forum on Peace, he launches alongside UNICEF a Call to Action for the protection of children in the digital world to States, digital companies, and non-governmental organizations concerned. This call resulted in the adoption on March 17, 2022 in New York of a political declaration. During the previous edition of the Paris Peace Forum, the French President Emmanuel Macron, launched, together with UNICEF, the Call to action to defend the rights of children in the digital environment. While much progress has been made since then, the Head of State will bring together this Thursday, November 10, on the occasion of the Forum of Heads of State and Government, NGOs as well as representatives of major digital platforms for the launch of the Children's Online Protection Lab. Modeled on the Christchurch Appeal's model and proven method, the Children Online Protection Lab will bring together leading international players to develop technical solutions on key issues such as identifying the age of Internet users, combating the unauthorized sharing of intimate images or cyberbullying.
THE SECRETARY OF THE LAB FOR ONLINE CHILD PROTECTION WILL BE PROVIDED BY FRANCE
The laboratory for online child protection will also be supplemented by a scientific committee in charge of producing a public report of the results of the experiments, the conclusions of which will be debated within the framework of the Paris Forum and by a committee of ethics whose role is to ensure the integrity of processes and decisions. The secretariat will be provided by France.
Several avenues of work have already been identified for the first year of operation of the laboratory:
• Develop a trusted third-party system to verify the age of Internet users, who via a double anonymity mechanism will guarantee the protection of the personal data of users: a verification service would check the age of the user on request from a service applicant, without communicating the personal data that allowed the verification.
• Use artificial intelligence to detect conversations involving adults being made pass as minors for the purpose of sexual predation. Build a shared database of references to non-consensual intimate images to be removed by the platforms. A similar method is already in place with GIFCT to remove terrorist content.
• Set up a project of “mediator referents” to fight against situations of
• harassment, which could be solicited via a link or button on online platforms.
